Seven steps to designing and implementing Incident Response (IR) playbooks
On a daily basis, SOC teams (not limited to SOC Analyst and Threat Analyst) respond to incidents involving common threats such as phishing, port scans, and malware. On the other hand, advanced threats such as ransomware, cloud compromises, and denial-of-service (DoS) occurs less frequently, which makes them more challenging for SOC teams to respond to.
Due to their infrequency, team members may lack the experience or preparedness to respond effectively to incidents involving advanced threats, underscoring the need for a documented incident response playbook, and specialized simulation exercises to prepare for such scenarios.
Incident response playbooks are essential tools for SOC teams to effectively manage and mitigate cybersecurity threats. They provide structured guidance for responding to incidents, minimizing damage, and ensuring swift recovery. Designing and implementing these playbooks requires a methodical approach to align with the organization’s unique risk profile and operational requirements.
Below is my tested and tried approach to creating incident response playbooks, covering every stage from threat identification to post-incident review.
Step 1: Identify Threats
The foundation of an effective incident response playbook is understanding the threats an organization faces. Use existing SOC reports, threat intelligence reports, risk assessments, penetration tests, and vulnerability assessments to identify the critical threats and vulnerabilities to the organization.
Focus on the threats most likely to occur or have the highest impact on the organization’s assets, data, and operations. For example, ransomware, or insider threats may rank high on this list.
Step 2: Identify Common Attack Vectors
Once top threats are identified, understanding how threat actors exploit vulnerabilities becomes crucial. Use resources like MITRE ATT&CK and intelligence feeds to uncover common attack vectors associated with the identified threats.
Identify specific entry points, such as phishing emails, unpatched software, or weak access controls, that attackers might use to compromise systems or steal data.
This step builds a detailed picture of how threats manifest, enabling the development of realistic and actionable scenarios.
Step 3: Create Scenarios
For each top threat, develop a scenario that mimics real-world incidents to ensure the playbook is grounded in practical situations. Incorporate findings from Step 2 into scenarios. For instance, a ransomware scenario might involve an employee receiving a phishing email, downloading malicious software, and unintentionally triggering an attack.
Ensure scenarios reflect the organization’s industry and specific operations. A financial institution, for example, might focus on scenarios involving fraudulent wire transfers or data exfiltration. Scenarios make the playbook actionable and relatable.
Step 4: Perform Tabletop Walkthroughs
Before formal testing, conduct hands-on walkthrough of each scenario with the team to observe how they mirror real-world situations.
Include members from security, IT, legal, communications, and business continuity teams to simulate how they would respond to each scenario. Monitor how the team identifies and handles the incident. Take notes on challenges, delays, or ambiguities encountered during the walkthrough.
Walkthroughs provide valuable insights into the practicality of the scenarios and the team’s readiness to handle incidents.
Step 5: Modify Scenarios
Based on the outcomes of the tabletop walkthroughs, refine scenarios to mirror real world situations and address any issues.
Modify technical or procedural elements to align with the organization’s capabilities and resources. Address gaps highlighted by team members during the walkthroughs, ensuring the scenarios are realistic and actionable.
This iterative process ensures that scenarios are not only accurate but also practical for the teams involved.
Step 6: Perform Tabletop Testing
With refined scenarios, conduct official tabletop tests to simulate full-scale incident responses. Representatives from incident response, business continuity, and management teams should participate.
Run the test as if the incident were happening live, monitoring team performance, communication, and decision-making. Tabletop testing validates the playbook’s effectiveness and highlights areas for further improvement.
Step 7: Create Playbooks for Specific Scenarios
Document the entire process in the incident response playbooks tailored to each scenario. An effective playbook should include the following key components:
- Detection and Analysis: Outline procedures for detecting and analyzing security incidents.
- Containment: Define steps to isolate the affected systems and prevent further damage.
- Eradication: Develop procedures for removing malicious software and restoring compromised systems.
- Recovery: Outline steps for restoring systems and data to their pre-incident state.
- Post-Incident review: Document lessons learned from each incident and incorporate them into the incident response playbook.
By identifying top threats, developing realistic scenarios, testing processes, and documenting clear response steps, organizations can significantly enhance their ability to respond to incidents.
